1. Situation

Coalition forces are in the final stages of withdrawing from Afghanistan. As military units leave the country, the security situation throughout the province has rapidly deteriorated, leaving groups of US military personnel, contractors, and civilians stranded outside secured areas.

With regular US forces focused on maintaining security around Bagram Airbase and preparing for evacuation, ION has been contracted to assist with the withdrawal. Several groups remain scattered throughout the province and require immediate extraction before coalition forces complete their departure.

Hostile forces are active throughout the region and are expected to exploit the withdrawal by establishing checkpoints, conducting ambushes, and attempting to capture remaining coalition personnel and equipment.

2. Mission

-Our mission is to deploy from Bagram Airbase, locate stranded US military personnel and civilians throughout the province, escort them safely back to Bagram, and support the continuing evacuation of coalition forces from Afghanistan.

3. Execution – Concept of Operations

Phase I – Depart Bagram Airbase and move toward the designated evacuation locations.

Phase II – Locate and establish contact with stranded civilian and military personnel.

Phase III – Secure the surrounding area and organize personnel for evacuation.

Phase IV – Escort evacuation groups back to Bagram Airbase while maintaining security against ambushes, checkpoints, and other hostile activity.

Phase V – Return to Bagram, transfer evacuated personnel to US forces, and prepare for additional evacuation tasks as required.

4. Logistics

-All personnel are to conduct final ammunition, medical, fuel, and equipment checks at Bagram Airbase prior to departure.

-ION vehicles will serve as the primary means of transportation and convoy security throughout the operation.

-Evacuation vehicles are to be protected at all times. The safety of civilians and stranded personnel takes priority over unnecessary enemy engagements.

-Squad-level medical support will be available throughout the operation.

-US forces at Bagram will provide resupply, medical treatment, and support when available.

-Hostile activity should be expected along major roads, settlements, and chokepoints. IEDs and ambushes remain a significant threat.

-All teams are to return to Bagram before the final withdrawal is completed.
