Following a worsening Russian economy, Kaliningrad would see a gradual decline in living standards and infrastructure quality through the early 2020s. As a result, a independence movement would begin to grow. The boiling point being the reassignment of the Russian Federations Baltic Fleet to St. Petersburg and closure of most airfields in February, leaving Kaliningrad vulnerable in a NATO dominated Baltic Sea.

A coup attempt by the independence movement would be launched in early March with a significant proportion of the Russian Ground Forces based in Kaliningrad joining the movement. The 18th Guards Motor Rifle Division and 7th Guards Independent Motor Rifle Regiment were eradicated in the first days while the 336th Guards Naval Infantry Brigade fought a fighting withdrawal away from Gusev and Kaliningrad towards the Polish border. KLA forces, dispite warnings from Poland and NATO at large, continued attacking Russian units that had already fled onto Polish territory with artillery, resulting in the wounding of several Polish soldiers. 

By late March, NATO had made contact with the Russian Federation and demanded a ceasefire within Kaliningrad, however, the Russian MoD instead suggested a joint intervention in the region to remove the rebel faction from power. By this point, a United Nations Resolution had been issued, requiring all armed factions within the Kaliningrad People's Republic to cease hositilites and comply with the requests of the Russian Federation by the 15th of April, 2025.  

Having passed the 15th of April UN resolution deadline. At Zero Hour, Joint Task Force Onyx, consisting of military forces of the United States, Great Britain, Poland and the Russian Federation launch Operation Stonehenge; aimed and retaking Kaliningrad Oblast from Separatists.
