In 2004, the city of Fallujah became one of the most significant insurgent strongholds in Iraq following the U.S.-led invasion of 2003. After the collapse of Saddam Hussein’s government, armed resistance groups began consolidating power in several Sunni-majority areas, and Fallujah quickly emerged as a center of insurgent command, logistics, and propaganda.
The city had already seen heavy fighting earlier that year during the First Battle of Fallujah in April 2004. After coalition forces withdrew under political pressure, insurgent groups rapidly strengthened their control over the city. By mid-2004, militants had effectively turned Fallujah into a fortified sanctuary, establishing defensive networks, weapons caches, and training areas. Many fighters were linked to Al-Qaeda in Iraq, led by Abu Musab al-Zarqawi, whose network used the city as a base to coordinate attacks across Iraq, including suicide bombings and coordinated assaults against Iraqi security forces and coalition troops.
Following months of preparation and intelligence gathering, U.S. leadership under George W. Bush approved a major offensive to retake the city. In November 2004, coalition forces launched the assault known as the Second Battle of Fallujah, also called Operation Phantom Fury or Operation Al-Fajr. The operation was commanded by I Marine Expeditionary Force, with the 1st Marine Division serving as the primary ground combat element, supported by U.S. Army mechanized and armored units including 2nd Battalion, 7th Cavalry Regiment. Iraqi Army units were also involved to support the offensive and establish government control after the city was secured.
The assault began on the evening of November 7, 2004, when coalition forces launched a coordinated attack from the northern outskirts of the city. This approach was chosen to bypass the heavily fortified southern entrances and surprise insurgent defenders. The operation involved roughly 13,000 coalition troops, including U.S. Marines, U.S. Army soldiers, and Iraqi forces. Coalition units advanced methodically sector by sector, using combined arms tactics in which infantry cleared buildings, combat engineers breached obstacles and barricades, and armored vehicles provided direct fire support against fortified positions.
Insurgent forces had spent months preparing the city’s defenses. Fighters constructed fighting positions inside houses and mosques, cut passageways through walls between buildings known as “mouse holes,” and planted large numbers of improvised explosive devices along roads and inside structures. Snipers and machine gunners were positioned to control key intersections and rooftops, while barricades and destroyed vehicles were used to block major streets. Their strategy relied on ambushes, attrition, and forcing coalition troops into dangerous close-quarters combat within the dense urban environment.
The battle lasted several weeks and became the largest and most intense urban combat operation fought by U.S. forces since the Vietnam War. Coalition troops cleared the city block by block under constant threat from snipers, RPG teams, and hidden explosives. By late November 2004, coalition forces had secured most of Fallujah, destroying many insurgent strongpoints and killing or dispersing large numbers of fighters.
Although the offensive succeeded militarily in retaking the city, the battle demonstrated the extreme difficulty of modern urban warfare. Fallujah became one of the defining engagements of the Iraq War, highlighting both the effectiveness of combined arms operations and the challenges of fighting a determined insurgent force entrenched within a dense city.
